Its a fan. It is where the Uchiha emblem came from. It has a name but i dont rember it. It is said that it uses some sort of fire attack but there is no way to be sertain at this point.

There may be othere ways to obtain Mangekoy sharingan, killing your best friend being the easyiest. Kakashi not being a true uchiha likly obtained mangekyou unnaturaly.
